Update and implement the Homelessness to Housing Stability Strategy.

The All Roads Lead to Home: The Homelessness to Housing Stability Strategy for Waterloo Region (the Strategy) update process began in early 2011 and concluded with the release of the Strategy in 2012 following extensive research and community consultation.   The Strategy forms part of the Region's 10 Year Housing and Homelessness Plan as required under the Province's new Housing Services Act.
With on-going support from the Housing Stability System Advisory Committee, Strategy implementation is underway and will continue beyond December 31, 2014. Two public forums have been held to promote the Strategy, support implementation, and capture progress and impact.  A report for Council is being prepared over the fall that will provide a progress update, along with indicators, baseline measures, and targets for moving forward.  Results from a review of the 205 activities identified in the Strategy’s 40 action areas show that 90% of action areas saw moderate or significant progress over 2011-2013.  Examples of activities completed or underway include STEP Home exceeding the Council endorsed target to support 500 people experiencing persistent homelessness to permanent housing by 2013, implementation of the new provincial Community Homelessness Prevention Initiative (CHPI), release of the local Ending Family Homelessness Report, and implementation of the Family Shelter Diversion Pilot which, over the past year, has supported almost 200 families seeking shelter to either completely avoid a shelter stay or to significantly reduce their shelter stay through prevention and rapid re-housing efforts.

Progress Update (September 2013)

The All Roads Lead to Home: The Homelessness to Housing Stability Strategy of Waterloo Region (the Strategy) update process began in early 2011 including extensive community consultation and research. The final Stategy conssists of two complementary frameworks: the Policy Framework released in January 2012 and the Action Framework released in November 2012. The Strategy (2012) document summarizing the two frameworks was also released in November 2012.

Strategy implementation is underway and will continue beyond December 31, 2014. A report capturing both progress and impact of the Stragegy between 2011 and 2013 will be prepared in the spring of 2014. The Strategy will form part of the Region's 10 Year Housing and Homelessness Plan as required under the Province's new Housing Services Act due January 1, 2014.

Progress Update (January 2013)

The All Roads Lead to Home: The Homelessness to Housing Stability Strategy of Waterloo Region update process began in early 2011.  The updated strategy, once completed, will consist of two components; a Policy Framework which will provide a common point of reference and guidelines for thinking about how to end homelessness and an Action Framework which identifies what needs to change, how change should be supported and what measures should be used for evaluating the impact of change over time.  The Policy Framework was completed in January 2012 and was endorsed by 29 organizations and groups including Regional Council.
