Develop a comprehensive resource guide for public and community stakeholder participation.

The development of a resource guide is well underway. A draft policy for public engagement has been completed, and an exploration of tools to support the public engagement process was undertaken and recommendations prepared, including the use of online participation tools. The guidelines are in development and a soft launch of the guidelines and the development of tools has been approved, with a staff awareness campaign and education part of the soft launch process.

Progress Update (September 2013)

A project team has been meeting and have developed a draft policy related to public participation that will be piloted through a soft launch subject to  approval for implementation. Tools have been investigated.  Further work on tools development will occur over the fall.

Progress Update (January 2013)

Involving the public in discussions on matters that affect them is a fundamental element of a representative democracy.

Council will see a policy on public participation in late fall 2012. Once this policy is approved, tools, resources and guidelines with be developed.

Training will also be provided to Regional employees who consult with the public. Completion of this project is anticipated by late 2013.

Progress Indicators

  • Develop and finalize project framework.
  • Develop tools –planning documents, models, checklists based on best practices reviewed.
  • Develop communication plan for delivery of the framework and tools.
  • Conduct 3-4 engagement processes using the developed tool and evaluate tool.
  • Develop standard training and evaluate the type of training required.
